Indonesia Imposes Anti-Dumping Duties on Chinese Steel Products

The government has decided to impose anti-dumping duties on Hot Rolled Coil of Other Alloy (HRC Alloy) products from China for five years.
Anti-dumping duties are an addition to the Most Favoured Nation (MFN) duties that have been imposed or additional on preferential import duties stipulated in international agreements.
The imposition of anti-dumping import duties on processed steel products is considered to have harmed the domestic industry. Considering similar goods can also be produced by domestic industries as the results of an investigation conducted by the Indonesian Anti-Dumping Committee (KADI).
The policy is contained in the Minister of Finance Regulation (PMK) Number 15/PMK.010/22 which takes effect on 14 March 2022, or 21 days since it was promulgated on 22 February 2022.
HRC Alloy that is subject to anti-dumping duties is included in the ex. 7225.30.90 as stated in the Minister of Finance Regulation (PMK) on the determination of the classification system of goods and the imposition of import duty tariffs on imported goods, with the following specifications:
- contains Boron (B) of 0.0008% - 0.003%; or
- contain Boron (B) 0.0008% - 0.003% and Titanium (Ti) 0.025% and below.
The anti-dumping tariffs are divided into seven groups, based on the exporting company or manufacturer exporter.
There are 16 HRC Alloy exporting companies that are subject to anti-dumping duties, with the highest tariff set at 26.9% while the lowest tariff is set at 4.2%. (see table)

The tariff amount of anti-dumping import duty as stated in the table above is fully applicable to HRC Alloy which:
- The import customs declaration document has obtained a registration number, in the event that the settlement of customs obligations is carried out by submitting a customs declaration; or
- The tariff and its customs value are determined by the customs office, in the event that the settlement of customs obligations is carried out without the submission of a customs declaration.
If referring to Government Regulation (PP) Number 34 of 2011, the imposition of anti-dumping import duties can be done if the export price of the goods is lower than its normal value, thus causing losses.
