Government Waives the Issuance Cost of Certificate of Origin for Export Goods

The government freed the cost of issuing a Certificate of Origin (SKA) of Exported Goods, as stated in the Minister of Finance Regulation (PMK) number 137 / PMK.02 / 2020.

The SKA is a document used to prove that exported goods from Indonesia have complied with the Rules of Origin of Indonesia.

According to the regulation, the tariff for the issuance of SKA, which is classified as Non-Tax Revenue (PNBP) at the Ministry of Trade is set at zero rupiah (IDR), from the previous IDR 25,000. This policy was issued to encourage export activities which were constrained due to the Coronavirus Disease 2019 (Covid-19) pandemic. 

This facility is provided to all exporters starting 8 October, or 15 days from the date when the regulation was issued on 25 September to 31 December 2020. 

How to Get SKA

Meanwhile, in order to get SKA, exporters must apply through the e-SKA system. The application must be completed with a number of original documents that have been scanned.

For application submitted individually, the documents that must be attached consist of:

  • Proof of purchase of goods requested for SKA
  • Manufacturer's statement of the goods requested for SKA
  • Other documents that can explain the purpose of export of goods.

As for applicants who are institutions, the documents that must be completed include:

  • Export Declaration (PEB)
  • Bill of Lading (B/L), Air Way Bill (AWB), or cargo receipt
  • Invoice
  • Packing List
  • Calculation of the cost structure of the production process of each item

For these documents, the SKA Issuing Agency will conduct research and examination, as well as give approval no later than one working day since the application was accepted. The more detailed provision on how to issue SKA for Indonesian goods is currently regulated in the Minister of Trade Regulation (Permendag) number 24 of 2018.
