JAKARTA. As part of the Task Force for the Acceleration Task Force for the Acceleration of Coronavirus Disease 2019 (Covid-19) in Indonesia, now the recommendation for the National Agency for Disaster Countermeasure (Badan Nasional Penanggulangan Bencana/BNPB) which consists of exemption from import trade system provisions and the provision of fiscal facilities can be done online through the Indonesia National Single Window system. (INSW). INSW is a synergy between the National Single Window Institution (LNSW), BNPB, Directorate General of Customs and Excise, the Ministry of Health, The National Agency of Drug and Food Control of Republic of Indonesia (Badan Pengawas Obat dan Makanan/BPOM).
In the official statement of the Directorate General of Customs and Excise, it is stated that applicants consisting of the central government, regional governments, Public Service Agency (Badan Layanan Umum/BLU), nonprofit foundations and institutions, as well as individuals or private parties that are non-commercial, can submit applications for BNPB recommendation on line. This online submission can be done starting 30 March, 2020. The scope of commodities that will get recommendation from BNPB are hand sanitizer, raw material of hand sanitizer and product contains disinfectant, test kit and reagent laboratory, media transfer virus, drug and vitamin, medical equipment, as well as personal protective equipment (Alat Pelindung Diri/APD).
To be able to submit an application online, the applicant can simply access the official INSW page at http://insw.go.id then click the INSW Application menu and select the Emergency Response Licensing submenu. Applicants can choose the BNPB Recommendation Submission menu. Then, the applicant can fill out the form and upload the required documents according to the type of applicant. After the application is submitted, BNPB will determine the submission of recommendations that need to be analyzed by the Ministry of Health and / or BPOM and which can be directly handled by BNPB.
In addition, BNPB can issue recommendation if the analysis process by the Ministry of Health and / or BPOM exceeds the one hour deadline. Applicant can also monitor the status of the submission of recommendation through the BNPB Recommended Submission Tracking (Tracking Pengajuan Rekomendasi BNPB) feature on the official INSW website. After the analysis process is complete, the system will issue approval or refusal to submit recommendation.
