The 2022 Revised State Budget Released, Tax Revenue Increases 17% From The Initial Target

JAKARTA. The government has officially revised the tax revenue target for 2022 from the previous IDR 1,265 trillion to IDR 1,485 trillion, or 17.39% higher.

This change is contained in Presidential Regulation (Perpres) Number 98 of 2022 which is the legal umbrella for changes in the posture of the 2022 Revised State Budget (APBN-P).

In detail, with the issuance of the regulation, the revenue target for all tax groups is also higher than before. For example, the income tax revenue target is set at IDR 813.68 trillion, 19.5% higher than the previous target.

In addition, the target for Value Added Tax and Sales Tax on Luxury Goods (VAT and STLG) is 15.26% higher to IDR 638.99 trillion. Then the target of Land and Building Tax (PBB) to IDR 20.9 trillion and other taxes to IDR 11.38 trillion.

However, if we look in detail, not all types of taxes from these groups have a higher target. Some types of taxes are actually set lower than the previous target, such as the target for Income Tax Article (ITA) 23 which is set at IDR 45.63 trillion or 90.4% lower than before.

Then, the final income tax target is also set 14.65% lower than the previous target, to IDR 112.33 trillion.
In fact, this year the government held a Voluntary Disclosure Program (VDP) which requires taxpayers to pay final income tax if they take part in it.

In the program which ends on 30 June 2022, the government has succeeded in receiving an income tax of IDR 61.01 trillion, consisting of IDR 32.91 trillion from VDP Policy I participants and IDR 28.1 trillion from VDP Policy II.

The posture of the 2022 revised state budget is the result of an agreement between the government and the House of Representatives (DPR). Changes do not only occur in the state revenues, which include tax revenues, non-tax state revenues and grant revenues. But also to the state expenditure and state financing.
